Administrative Schemes & Acts in Rajasthan

[!IMPORTANT] Rajasthan is known for its robust social security framework. The state has enacted several legislative acts to ensure "Minimum Guaranteed Income" and "Right to Health", setting a new bar for social welfare in India.

1. Rajasthan Minimum Guaranteed Income Act, 2023

• Objective: To provide social security by guaranteeing a minimum income to all families.
• Employment Guarantee: 125 days of employment in a year (MGNREGA 100 days + 25 extra by State).
• Pension Guarantee: A minimum pension of ₹1,000 per month for elderly, specially-abled, and widows.
• Automatic Increase: The pension will increase automatically by 15% every year.

2. Right to Health (RTH) Act, 2023

• Significance: Rajasthan is the first and only state to pass such an act.
• Provision: Every resident has the right to emergency treatment and care without prepayment of fees at any health care institution.
• Outcome: Ensures that no citizen is denied medical help due to lack of immediate funds.

3. Indira Gandhi Urban Employment Guarantee Scheme (IRGY-Urban)

• Launched: 9th September 2022.
• Pattern: Modeled after MGNREGA but for urban areas.
• Employment: Provides 125 days of guaranteed work to urban unemployed.

4. Rajasthan Transparency in Public Procurement (RTPP) Act, 2012

• Purpose: To ensure transparency, fair competition, and accountability in government procurement and tenders.
• Rule: Every government purchase above a certain limit must follow the RTPP rules.

5. Major Social Security Pensions

• Mukhyamantri Vriddhashram Samman Pension: For elderly citizens.
• Mukhyamantri Ekal Nari Samman Pension: For widows and separated women.
• Mukhyamantri Vishesh Yogyajan Samman Pension: For specially-abled persons.

6. Latest Governance Initiatives (2024-2026)

A. Lakhpati Didi Scheme (2024)

• Goal: To make 11.24 lakh women "Lakhpati Didis" by fostering entrepreneurship.
• Support: Interest-free loans (up to ₹1.5 lakh in 2026-27 budget) and skill training.

B. Ayushman Bharat-Mukhyamantri Ayushman Arogya (MAA) Yojana

• Convergence: Integrates central and state health insurance schemes for universal coverage.
• Coverage: Cashless treatment for critical and general illnesses.

C. Gopal Credit Card Scheme (2024)

• Livestock Loans: Interest-free loans up to ₹1 lakh for livestock owners and farmers.
• Budget 2025: Target expanded to 2.5 lakh livestock families.

D. Lado Protsahan Yojana

• Girl Child Empowerment: Savings bond and financial aid for girls from birth to higher education.

E. Mukhyamantri Kisan Samman Nidhi

F. Revised Social Security Pension (2025-26)

• Increased Amount: Monthly pension increased to ₹1,250 effective April 1, 2025, and further to ₹1,450 in 2026.
